In the case of Excel sheets spread all over the department/organization, do you install servers in individual desktops?

No, typically an enterprise mashup platform isn't installed on every desktop.  We can often remotely access data sources (like the spreadsheets on Recovery.gov).  In more complicated instances, perhaps the data sources need intermediary interfaces.
