The 'Screenshots' option doesn't appear consistently

I’ve been using prestocloud.jackbe.com a bit lately and the ‘Screenshots’ tab for some of my Apps seems to occasionally have nothing on it (no 'Choose File', no 'Upload'). Unfortunately, I can’t say I see it occur under any repeatable/consistent conditions. Has anyone else seen this behavior? (I am using Chrome on Windows 7.)
Update: After a bit of testing, I've found:
1. The 'Comments' tab also has this issue.
2. It seems to happen most often after I've added a custom App thumbnail.
3. I can get all of these pages to appear as expected with a simple browser page reload.
