Register it in Presto as a WSDL Web Service, entering a url of http://www.webservicex.net/globalweather.asmx?wsdl, notice I add ?wsdl to the end to point to the wsdl.

I registered it myself here: http://prestocloud.jackbe.com/prestohub/search.html#sid=GlobalWeather_1

Once registered, you can invoke it or create a mashup using it, heres a simple one I created in wires:

http://prestocloud.jackbe.com/prestohub/search.html#sid=GlobalWeather_Mashup

you can see the mashup in wires here:

http://prestocloud.jackbe.com/prestohub/wires.html?mashupId=GlobalWeather_Mashup

Yes, you can use this Web Service in your Wires or Mashup Editor.

From the above website, I was able to get the WSDL URL for this web service as:

http://www.webservicex.net/globalweather.asmx?WSDL

So first, you need to register this Web Service by clicking on the "Register->WSDL Web Service". Once the registration is complete, you can drag and drop the service/operation (GetCitiesByCountry) in Wires or Mashup Editor.

I registered this service on Presto Cloud here in case you want to take a look:

http://prestocloud.jackbe.com/prestohub/search.html#sid=Global_Weather_Service
